A Vision for a New Cultural Capital

Set on a vast 1,581-hectare site east of Xi’an, the Lintong Qinhan Dadao Masterplan represents an ambitious blueprint for a next-generation satellite city — one that fuses historical richness with contemporary urban ideals. Positioned to decentralize Xi’an’s urban growth and establish a new civic identity, the masterplan envisions a self-sufficient cultural metropolis that is both globally connected and deeply rooted in local heritage.

Anchored by green infrastructure, artistic placemaking, and transit-oriented development, this new city is conceived not merely as an expansion, but as a future cultural destination — where innovation, ecology, and legacy meet to shape a bold urban narrative.

The Masterplan Vision

At the heart of the Xi’an Lintong Qinhan Dadao Masterplan lies a bold vision: the creation of a self-sufficient, next-generation satellite town strategically positioned east of Xi’an’s historic center. This masterplan showcases a thoughtfully structured urban grid supported by multi-layered transportation corridors and a seamless network of green infrastructure. With its compact land-use strategy, the plan integrates clean technology zones, cultural corridors, and new industry clusters to catalyze sustainable urban growth.

What sets this masterplan apart is its green urbanism approach. Lush ecological corridors and car-free green belts weave through the city, linking districts with expansive parks and open spaces. These pedestrian-first pathways not only promote walkability but also serve as connectors between neighborhoods and the larger recreational landscape. As a result, each residential or industrial zone is never far from nature, supporting both wellness and accessibility in daily urban life. This is not just city-building — it’s a strategic transformation of Xi’an’s eastern gateway into a forward-looking, resilient urban ecosystem.

Shaping the New City Core

This aerial perspective highlights the immediate developmental focus of the Xi’an Lintong Qinhan Dadao Masterplan—building critical infrastructure and iconic key buildings that signal the beginning of a bold urban transformation.

The layout reveals a modern city core anchored by high-rise towers, public plazas, water features, and a well-organized road network. These first-phase developments will establish the foundational identity of the satellite city, acting as catalysts for future growth.

The skyline is designed to be both functional and symbolic. Carefully sculpted building forms correspond to programmatic needs—office, hospitality, residential—and work in harmony with public green spaces to create a dynamic urban rhythm. This early-stage investment in architectural clarity and urban quality aims to set the tone for a thriving district that combines technological innovation, environmental awareness, and contemporary urban lifestyle from day one.

Concave Skyline & Phased Urban Growth

This perspective illustrates the long-term urban vision of Xi’an Lintong Qinhan Dadao’s new city—centered around a concave skyline that defines the city’s visual identity. Tall, modern towers frame the cityscape in a graceful arc, creating a sense of enclosure and coherence across the urban fabric.

The design intentionally introduces height variation to enhance legibility and orientation while providing a powerful backdrop to the city’s major boulevards and public spaces.

The image also conveys the city’s strong emphasis on green infrastructure and multimodal connectivity. Wide pedestrian paths, landscaped medians, and tree-lined streets soften the urban grid and promote a walkable, human-scaled environment. The plan includes five special control districts that will guide the architectural expression of this skyline and anchor the city’s evolving identity. Over a 16-year development period, the precincts will unfold in carefully staged phases, each designed to foster a sense of place while contributing to the overarching ambition of building an international model city rooted in innovation, resilience, and civic pride.

Art Park Integration with Transit and Landscape

This image captures the visionary concept of the world’s first large-scale art park integrated with a live railway system, a bold move that redefines urban green spaces. Set within the Xi’an Lintong Qinhan Dadao Masterplan, the park merges transportation, culture, and nature into a cohesive experience. Sculptures punctuate the rolling green terrain, while a high-speed train line runs seamlessly through the heart of the park—symbolizing the union of movement and meditation, speed and stillness.

The design promotes a “city within a park” ethos, weaving a greenway network tailored for walking, leisure, and slow mobility. By linking landscape nodes, cultural landmarks, and nearby communities, the plan fosters connectivity and well-being. The red sculptural elements add vibrant focal points that contrast with the lush surroundings, making the space not only recreational but also visually inspiring. This landscape is more than a backdrop—it’s an active, dynamic layer of urban life, redefining how infrastructure and open space can coexist beautifully.

The Xi’an Lintong Qinhan Dadao Masterplan represents a bold vision for the future of urban development—where innovation, sustainability, culture, and connectivity converge. By harmonizing high-tech infrastructure with expansive green corridors, and integrating public art, mobility, and liveability, the plan sets a new benchmark for modern city-making. It is not only a blueprint for physical transformation but also a catalyst for cultivating identity, community, and long-term resilience in one of China’s most historically significant regions.
